Request for Proposal for the design, engineering, manufacture, supply, transport, load-out, installation, hook-up, commissioning and final energization of the Offshore Substations (OSS) topsides and foundations for the Baltic East Offshore Wind Farm Project

Baltic East Sp. z o.o. invites interested market participants to take part in the Request for Proposal (RFP) process for the Offshore Substation EPCI scope of the Baltic East Offshore Wind Farm Project.

Baltic East Sp. z o.o. is a special purpose vehicle (SPV) established to develop and deliver the Baltic East Offshore Wind Farm Project. A wholly owned subsidiary of ORLEN Neptun, which in turn is wholly owned by ORLEN S.A., the company is developing what is currently the most advanced offshore wind project in the ORLEN Neptun portfolio. Located within area 46.E.1 in the Polish Baltic Sea, the project has an expected installed capacity of approximately 900 MW and is anticipated to reach Commercial Operation Date (COD) in 2032. Once operational, it is expected to provide clean electricity to more than one million households.

In December 2025, the Baltic East project was selected as a successful bidder in Poland's first offshore wind CfD auction conducted by the President of the Energy Regulatory Office (URE). The award of the CfD has enabled the project to proceed into an advanced development phase.

The planned offshore wind farm is located approximately 22.5 km from the Polish coastline near Choczewo and directly adjacent to the Baltic Power offshore wind farm currently under construction by ORLEN and Northland Power.

This procurement process concerns the delivery of the Offshore Substation package for the Baltic East Offshore Wind Farm Project. According to the current project assumptions, the Project may include up to two HVAC Offshore Substations (OSS), comprising topsides, transition pieces and foundation structures, intended to be delivered under a full EPCI model. Certain elements of the foundation scope may be excluded depending on the final project strategy and procurement approach.

The purpose of the current stage of the procurement process is to obtain Non-Binding Offers (NBO) and engage with the market regarding technical solutions, execution strategies, supply chain arrangements, commercial approaches and project delivery capabilities.

Participation in the RFP process is open to all interested market participants. Companies interested in participating are invited to express their interest via the CONNECT platform using the "Ask Buyer a Question" or "Go to Questions and Answers" functionality. To obtain access to the full RFP documentation, interested participants should submit a signed Non-Disclosure Agreement (NDA) with their message. Where a participant has already executed a valid NDA with Baltic East Sp. z o.o. (or ORLEN Neptun VIII Sp. z o.o.) covering the subject matter of this procurement process, it should indicate this in its message and provide relevant details.

Following verification and acceptance of the NDA, or confirmation that an existing NDA is valid and applicable, access to the full RFP documentation will be granted.
